Iranian state television revealed that it had obtained an “initial informal draft framework” for a memorandum of understanding being negotiated between Tehran and Washington, which includes arrangements related to stopping the escalation, freedom of navigation in the Strait of Hormuz, and the Iranian nuclear program. According to the details reported by Iranian television, the “framework of the Islamabad memorandum” has not yet been finally decided, stressing that Tehran “will not take any step without concrete and practical verification” of the implementation of the corresponding commitments. Iranian state television added that if a final agreement is reached within 60 days, the agreement will be approved in the form of a binding resolution issued by the UN Security Council. The draft includes special arrangements for the Strait of Hormuz, where Tehran will manage the movement of commercial ships through the strait in cooperation with the Sultanate of Oman. The draft also stipulates Iran's commitment to restore commercial ship transit in the Strait of Hormuz to pre-war levels within a period not exceeding one month. The draft also talked about the withdrawal of US military forces from Iran's vicinity and the lifting of the naval blockade imposed on it, in addition to steps related to easing sanctions.
