The United States held the fourth high-level trilateral meeting between representatives of Lebanon and Israel on June 2-3, 2026. As a result of the negotiations led by the United States, Lebanon and Israel agreed to implement a ceasefire, with this ceasefire being conditional on a complete cessation of fire by Hezbollah and the evacuation of all its members from the sector located south of the Litani River. The two parties also agreed, under the guidance of the United States, to expedite the establishment of pilot zones in which the Lebanese Armed Forces would assume exclusive control of the territory, excluding any non-state armed actors. These steps would enable progress towards a comprehensive peace and security agreement. The participating countries reaffirmed that the future of the relationship between Lebanon and Israel must be decided exclusively by the two sovereign governments, and rejected any attempt by any state or non-governmental entity to detain or mortgage Lebanon’s future. Lebanon and Israel also confirmed that there are no hostile intentions between them, and committed to continuing direct negotiations to build confidence, address all outstanding issues, and work towards a comprehensive agreement between the two countries. The delegations discussed a security framework based on discussions that took place at the Pentagon on May 29, with the aim of ensuring the sovereignty, security and territorial integrity of Lebanon and Israel in a sustainable manner. This includes dismantling non-state armed groups and preventing their re-establishment. All parties condemned the Iranian attacks on countries in the region, as well as the continuing activities that undermine stability in the Middle East, whether by supporting proxies or through other forms of hostilities. The United States affirmed its continued support for the two governments in exercising their sovereignty, and stressed that any agreement to stop hostilities must be reached directly between the two governments and under the auspices of the United States, and not through any separate path. It also affirmed its commitment to supporting the Lebanese Army with the aim of enhancing its capabilities and enabling it to effectively extend sovereignty over all Lebanese territory. The United States referred to US Secretary of State Marco Rubio’s statement on June 2, in which he considered that Hezbollah is not only an enemy of Israel and the United States, but also an enemy of Lebanon. For its part, Israel stressed that its security and respect for its territorial integrity could only be achieved by disarming Hezbollah and dismantling its infrastructure throughout Lebanon. It also stressed the importance of direct negotiations under the auspices of the United States to resolve all outstanding issues and achieve lasting peace and security. Lebanon stressed the need for mutual respect for internationally recognized borders, and the urgent need to fully implement the cessation of hostilities, while emphasizing the principles of territorial integrity and full state sovereignty. He also pledged to strengthen the capabilities of the Lebanese Army, with American support, to impose effective control over the entire territory of the country. The two parties agreed to resume the political and security tracks during the week beginning June 22, with the aim of reaching a comprehensive agreement, while the United States agreed to continue facilitating communication between the two parties during the period.
