Today, the Minister of Industry, Joe Issa Al-Khoury, issued a decision and a circular. The first was numbered 52/1, setting the maximum selling price for a ton of black cement on the factory floor at ninety-six US dollars (not including value-added tax). The second, i.e., the circular, was numbered 53/1, according to which the door to importing black and white cement was opened subject to prior approval from the Ministry of Industry. Resolution No.: 52/1 The following is the text of Resolution 52/1: "The Minister of Industry, Based on Decree No. 53 of 2/8/2025 amended by Decree No. 278 of 5/7/2025 (forming the government), Based on Law No. 642 dated 6/2/1997 (creating the Ministry of Industry) and its amendments, Based on Decree No. 13173 dated 10/8/1998 (organizing the Ministry of Industry and determining its staff and special appointment conditions for some of its positions) and its amendments, Based on Cabinet Resolution No. 18 dated 7/14/2020 and its amendments, After changes in the exchange rate, Based on the financial and economic changes that have occurred since the issuance of Cabinet Resolution No. 18, Based on the high prices of cement and raw materials globally, especially in neighboring countries, Based on the proposal of the Director General of the Ministry of Industry, Decides the following: Article One: Setting the maximum selling price of a ton of black cement (on the factory floor) at ninety-six US dollars (not including value-added tax). Article Two: This decision shall be communicated to whoever is required and it shall be implemented as of its date. Circular No.: 53/1 As for Circular No. 53/1, it opened the door to importing black and white cement pursuant to a prior import license from the Ministry of Industry. The following is the text of the circular: “In order to ensure the smooth progress of work in the construction sector and in order to move the wheel of the economy and in view of the increasing demand for cement in preparation for the reconstruction phase, the Ministry of Industry invites those wishing to import black and white cement to submit their applications to obtain a prior import license from the Ministry of Industry according to its approved form attached. Documents proving the goods to be imported, their ownership, type, specifications, quantities and price.”
