The Minister of Foreign Affairs and Expatriates condemned "the ongoing Israeli attacks, its violations of the provisions of international law, and its occupation of large areas of Lebanese territory." Raji stressed, during his speech before the Arab foreign ministers at the 166th session of the League of Arab States, that what “Hezbollah did during the past two years, in dragging Lebanon into the furnace of two successive wars, came despite its repeatedly warning of the dangers of tampering with Lebanon’s security and dragging it into such destructive wars.” He stressed that "Lebanon stands today before a pivotal moment that requires courageous decisions that lead to the Lebanese state extending its authority over its entire territory exclusively by its own forces, and obligating Israel to withdraw its forces beyond international borders." Raji considered that "the diplomatic path and negotiations under American auspices are the most effective way to stop the attacks and force Israel to withdraw beyond internationally recognized borders."
