Representatives Ghassan Hasbani, Zari Al-Hajj and Nazih Matta, on behalf of the Representatives of the Strong Republic Bloc, and Representatives Fouad Makhzoumi, Ashraf Rifi and Michel Moawad, submitted an appeal before the Constitutional Council to invalidate Law No. 41/2026 issued on March 9, 2026, relating to exceptionally extending the mandate of the House of Representatives. The appeal is based on the consideration that the extension constitutes a violation of the provisions of the Lebanese Constitution and the principle of periodic elections, in addition to its conflict with international human rights conventions that enshrine the right of citizens to choose their representatives through free and periodic elections. The appeal also confirms that extending the Council’s mandate violates the principle of rotation of power and balance between powers, and exceeds the limits of parliamentary agency granted by the people. The appellants believe that exceptional circumstances do not justify extending the mandate for a long period, and that holding elections should not be linked to agreeing on a new electoral law or other reforms. Accordingly, the plaintiffs from the Constitutional Council affirmed the acceptance of the review and the complete invalidation of the extension law as it violates basic constitutional principles and the principle of democracy based on periodic elections.
