Fady Mahouly
The Speaker of the House of Representatives, Mr. Nabih Berri, chaired, at the headquarters of the Second Presidency in Ain al-Tineh, a meeting of the Council’s Bureau, attended by the Deputy Speaker of the House of Representatives, Elias Bou Saab, the Secretary-General, Representatives Hadi Abu Al-Hassan and Alain Aoun, the Commissioners, Representatives Michel Moussa and Karim Kabbara, the Secretary-General of the House of Representatives, Adnan Daher, and the General Director of Sessions and Committees, Mona Kamal.
Subsequently, Bou Saab stated: “The House of Representatives Bureau met under the chairmanship of Speaker Berri, and our agenda was to prepare for the agenda of the general assembly that President Berri called for at 11:00 noon on Thursday, the 21st. Our agenda will include 11 draft laws and 16 law proposals.”
He added: “First of all, the President decided that we should complete the agenda of the previous session, which began by proposing the law aimed at subjecting contractors in the Ministry of Information to the retirement plan. This law concerns you and all the Lebanese, after voting on it stopped due to the adjournment of the session.”
He continued: “We will start with this proposal and finish with the agenda of the last session, and then the draft laws and law proposals as received by the Council’s Bureau.”
Bou Saab said in response to a question about the amnesty law: “The session will not be adjourned until the end of the agenda wherever the amnesty law is, and it is certain that the representatives will remain in the general assembly until the law is reached and approved. We are still putting the final touches on the report that must be issued because the session ended, as you know, at two in the afternoon. The amnesty law took 9 sessions and extensive discussion, and private sessions and others announced and unannounced. And what I want to say is that things have become clear. We reached a formula acceptable to the vast majority in the Parliament. I cannot say unanimously, but what is required is the number of votes of representatives to approve the amnesty law, as we agreed upon in the joint committees today.”
He added: “I hope, and I have asked Speaker Berri, who of course will moderate the session, that we do not enter again into the bazaar of general amnesty items item by item, because that could require holding 9 additional sessions.”
He continued: "Speaker Berri is keen for the General Assembly to complete all draft laws and law proposals on Thursday before Eid al-Adha, and on this occasion we bring everyone back, and God willing, the coming year will be better without the Israeli occupation and aggression against us."
Regarding whether the issue of military salaries was on the agenda, he said: “Yes, there is a draft law that was supposedly sent by the government, and it is on the agenda of the Finance and Budget Committee, but when the joint committees are formed, all other committees are cancelled. Today we presented the issue to the President, who referred it to the General Assembly for reading and approval.”
